Who is the Commercial and Industrial Flexible Film Recycling Organization (CIFFRO)?

CIFFRO is a nonprofit stewardship organization representing boat wrap producers to develop and operate boat wrap recycling programs under Minnesota’s Boat Wrap Stewardship Law (Minn. Stat. § 115A.1146). Formed to promote environmental responsibility and reduce plastic waste in the boating community, CIFFRO supports producers in meeting regulatory requirements and building a statewide network for boat wrap collection and recycling.

CIFFRO provides Minnesotans—including boat owners, marinas, and boat storage facilities—with convenient, free options for properly removing and recycling discarded boat wrap. The program is funded through annual membership dues paid by participating producers, including Poly-America, L.P. (Husky Marine) and Dr. Shrink.

CIFFRO partners with collection sites across the state and continues to expand access based on feedback, operational evaluations, and stakeholder engagement. Interested facilities can apply to become boat wrap collection locations by submitting a request.

Our Mission

Recycling boat wrap is a vital step toward building a cleaner, greener Minnesota. Through education and outreach, the Boat Wrap Stewardship Program aims to reduce plastic waste, protect waterways and marine life, and foster a more sustainable boating community. By choosing to recycle, boat owners and partners help divert plastic from landfills. This effort reinforces the importance of responsible material management—where recyclable materials are processed and repurposed rather than wasted.

To effectively disseminate information, CIFFRO is in the process of developing a variety of educational collateral tailored to different stakeholder audiences. We will leverage existing communication channels such as a dedicated Program website, point of sale or retailer promotion, social media, radio, and PSAs to reach a wider audience.

A Program Toolkit will soon be available to support communities and collection sites in promoting the Boat Wrap Stewardship Program. The toolkit will include a variety of messaging materials, guidance documents, and customizable graphics for use across different media platforms and outreach channels. Participating stakeholders will be able to localize content to best fit their audiences. Key components of the toolkit will include:

  • Retailer point-of-sale displays and handouts
  • Public service announcements (PSAs)
  • Additional templates and educational materials for web, social media, and print
