What is CIFFRO?

CIFFRO is the Commercial and Industrial Flexible Film Recycling Organization. It is a newly formed Stewardship Organization comprised of boat wrap producers required by Minnesota’s Boat Wrap Stewardship Law (Minn. Stat. § 115A.1146) to establish and manage a statewide collection and recycling program for recycle-ready boat wrap waste.

What is a Stewardship Organization?

Stewardship Organization is an organization designated by one or more producers to act on their behalf as an agent to design, submit, and implement a product stewardship plan for boat wrap waste in the state of Minnesota.

What is the Minnesota Boat Wrap Stewardship Plan?

Minnesota Boat Wrap Stewardship Plan is a formal proposal submitted by CIFFRO to the Minnesota Pollution Control Agency (MPCA) Commissioner, outlining how discarded recycle-ready boat wrap waste will be managed, collected, and recycled statewide.

What period of time does the Plan cover?

The first Plan spans a five-year period once approved by the MPCA Commissioner. It is anticipated implementation will begin in the third quarter of 2025.

What does the Boat Wrap Stewardship Program include?

The Wrap Recycle Right Program provides convenient collection, transportation, recycling, and/or disposal of recycle-ready boat wrap waste generated across Minnesota. In addition to offering statewide access to responsible waste handling, the program supports Public Education efforts that engage stakeholders through a variety of communication channels. These may include, but are not limited to, the program’s website, email outreach, social media, point-of-sale signage, and partnerships that leverage existing communication platforms used by community partners.
The program aims to meet annual recycling benchmarks while also progressing toward long-term recovery goals outlined in Minnesota’s Boat Wrap Stewardship Law (Minn. Stat. § 115A.1146). Beginning March 1, 2026, and annually thereafter, the program must submit a stewardship report to the commissioner. This report includes a statewide overview of collection and recycling activities, evaluation of educational outreach, and a summary of performance metrics and financial accountability.

How is the Program funded?

Funding of the Wrap Recycle Right Program comes from annual CIFFRO membership dues paid by boat wrap producers that sell boat wrap in or into Minnesota. The dues each producer pays are determined by the amount of boat wrap they sell annually in or into Minnesota.

Who is considered a boat wrap producer?

As defined by the law, "Producer" means, with respect to boat wrap that is sold, offered for sale, imported, or distributed in the state by any means, a person that:

  • (1) manufactured the boat wrap under a brand that the person owns or controls;
  • (2) owns or controls or is licensed to use a brand for boat wrap;
  • (3) imported or imports the boat wrap into the United States; or
  • (4) distributed or distributes boat wrap in or into the state.

What happens if a boat wrap producer does not become a member of CIFFRO?

Starting on September 1, 2025, boat wrap producers may not sell or offer boat wrap in or into Minnesota unless they are participating in an approved Stewardship Plan through a Stewardship Organization. Boat wrap producers must sign a participation agreement with CIFFRO to continue selling boat wrap in or into Minnesota after September 1, 2025.

As a retailer, how can I ensure the boat wrap I sell in Minnesota complies with the state’s stewardship requirements?

Beginning September 1, 2025, retailers must confirm that any boat wrap they purchase, sell, or distribute in or into Minnesota is covered under an approved stewardship plan. The MPCA will maintain and publish a list of compliant producers participating in the approved program. Retailers are responsible for reviewing this list to ensure all products meet the requirements of Minnesota’s Boat Wrap Stewardship Law.

When will CIFFRO submit its first annual report, and what will it include?

CIFFRO will submit its first annual report by March 1, 2026, detailing program operations and performance from the previous calendar year. Reports will be submitted annually and include all criteria required by the Law and outlined in the Plan.

Is CIFFRO required to pay any administrative fees?

Yes— starting July 1, 2025, CIFFRO will pay an annual administrative fee to the MPCA, as determined by the agency. CIFFRO is currently working with MPCA to finalize the fee structure.

What law governs this Plan?

The Plan adheres to Minnesota Statutes § 115A.1146, which regulates the proper management of discarded boat wrap across the state.

How do I find a collection site?

Before dropping off your discarded boat wrap, be sure to review the recycle-ready boat wrap removal instructions to ensure the material is clean and free of non-recyclable contaminants.

Will more collection sites be added in the future?

Yes—the Wrap Recycle Right Program is designed to grow and increase the volume of boat wrap collected over time. CIFFRO aims to expand access and convenience for boat owners, marinas, and more. The collection infrastructure will continue to evolve based on ongoing evaluations of efficiency and feedback from stakeholders.

How should I properly prepare my used boat wrap for drop-off, collection, and recycling?

To ensure the boat wrap can be successfully recycled, it must be clean, dry, and free of contaminants before delivery to a collection site. CIFFRO urges boat owners, marinas, and storage facilities to remove all non-recyclable components, including:

  • Nylon strapping
  • Zippers
  • Windows or embedded non-film parts
Proper preparation improves recycling efficiency, reduces processing costs, and protects the quality of recovered materials—making it easier for your wrap to be transformed into something new.

What should I do with materials that are not accepted for boat wrap recycling?

Materials such as windows, tape, nylon straps, and other non-recyclable contaminants should not be included with boat wrap drop-offs. To dispose of these items responsibly, contact your local garbage/recycling company or municipality to learn about available disposal services in your area.
